Dear Parent or Guardian,

 

The goal of the No Child Left Behind Act (NCLB) of 2001 act is to ensure that all children in this country receive a quality education. Under NCLB, each state is required to assess all schools to determine if each school has made adequate yearly progress (AYP) toward meeting the academic testing standards set by the state. If the school has not made AYP for two consecutive years, it is considered “in need of improvement.”

 

Based on the results of last year’s academic testing in math, your child’s school, Clarence Cannon Elementary, did not make adequate yearly progress for the following reasons:

 

Schools must demonstrate that these achievement levels are being met for each of the following subgroups within each district:  Caucasian students, Hispanic students, African American students, students with disabilities, students receiving free/reduced lunches, students with limited English proficiency and other subgroups.  If one group of students in a school fails to meet the standards, that means the entire school fails. AYP decisions are based on the results of state MAP testing in the following areas:  Communication Arts and Math.  NCLB states that each school district, school and subgroup within each school must have 100% of their students’ proficient by 2014.  Therefore, adequacy target goals are set each year for each subgroup increasing annually until the 100% goal is achieved.  This year’s goals were 59.2 in Communication Arts and 54.1% in Math.  You may have read news reports that the percent of Missouri school district satisfying the federal requirements for yearly progress have declined from 61% in 2006, to 30% in 2007, to just 25% in 2008.  Based on the results of last year’s testing our elementary school did not make AYP in Math. 

 

The Elsberry R-II  District cannot offer Public School Choice (PSC) to the students of Clarence Cannon Elementary to transfer to another public school or charter school within the district because Clarence Cannon Elementary is the only elementary school within our district.

 

Because of this designation, the school must develop a plan for improvement.  One important component of this plan will be parent involvement in both the development and implementation of the plan.  We encourage you to become involved with your child’s school to support school improvement. One way to be involved in this process is to talk with your child's teacher for some guidelines on ways you can help increase your child's success on the MAP test.  Your child’s teacher can also give you specific math strategies for helping your child be successful.  For example, one of the best ways to improve your child's math ability is simply to encourage him/her to do math problems.  Working math problems takes practice and you can help by providing time at home and a variety of books and games for your child to problem solve.
